I have downloaded the tool and extract it, then there are two applications the ADB and fastboot in which I have run them but to no avail, they are not popping up any installation wizard at all

that's not how they work, you use ADB or Fastboot commands in cmd.
What are you trying to achieve?

what am trying to achieve is to enable the phone that is not showing up some apps after i have flashed it,, and then I was given the link to the tool that will enable me retrieve those missing applications but before installing that tool you have to install ADB, according to the instructions, and thats why I have been installing the ADB and its not poping up the installation wizard, despite the fact that iha ve even downloaded the latest version of it.

i did watched the video two more than two times and followed the instructions but still nothing is poping up as it says there are no files copied,,unlike on the video where I can 4 files copied, mine just says zero files copied

Since the drivers are installed, then run ADB or Fastboot in CMD.
Download the latest Google platform tools @ https://www.hovatek.com/forum/thread-17104.html
Extract it.
Open the folder, you'll see files like ADB.exe, Fastboot.exe
Press Shift+Right click.
you'll see the option to open in terminal, click it.
If windows Power shell is the default terminal then enter the the command "CMD" if it's CMD then ignore.
In CMD, enter the command "adb devices" it will show a list of devices connected.
Then you can perform the ADB operations you want.
