There is one thing I would like to confirm.
Even if I refer to .pac which can be downloaded from the official, there is no boot.img and only boot.img.flag is found. Where should I find it?

Extract the PAC file, and rename boot.img.flag to boot.img
So that's it…

If the .flag file is 0kb then use a lower version of Research Download tool to extract the pac
