Yes,  I did. But, I locked it back after. It is currently locked.

Alright. There was a time I wanted to flash the phone that I had to unlock the bootloader. And after I was done with the flashing, I locked the bootloader back. So, it is currently locked.

Download the ota and use Ur stock recovery to install it

yeah I to have this problem, I've been attempting to refresh my Google Pixel 2 XL to the security fix, however it continues to say couldn't refresh establishment issue again and again.
I was established previously, however, I entreated my telephone.
Furthermore reset the entire programming.
I don't have the foggiest idea why I'm not ready to download the update.
