I think the best option is to resize Ur android partitions with parted tools . With that Ur problem will be solve , and u can even flash the largest gapps along with gsi.

fastboot delete-logical-partition product
fastboot flash system system.img
fastboot -w

delete logical partition named produce
flash system.img
factory reset

If Ur phone has dynamic partitions make sure u wipe it and retry using fastbootd

If u still face same issue u have to resize Ur system partition
