Yes there is a system update. I've updated now my build number is A9-H971A-M-180910V134 it's still not able to install the update.

try this, download the firmware @ https://androidhost.ru/4gd flash using sp flash tool @ https://www.hovatek.com/forum/thread-159.html
once flashing is complete, immediately attempt to install the nougat ota
