Guys i have flashed an itel A16 plus with a pac file on bootup phone powers on well with even startup sound but it displays multi colors on screen i have tried to flash again with 3 different builds but still the same problem

look for other firmware builds other than the 8.1-OP builds listed @ https://www.hovatek.com/forum/thread-23880.html
to get an idea of other builds, you can check needrom a16 plus @ https://www.needrom.com/download/itel-a16-plus-2/ & https://www.needrom.com/download/itel-a16-plus-10/
