formatting persist removes mi account lock, you can achieve this using mtk bypass https://www.hovatek.com/forum/thread-37957.html
to prevent relocking, use the vpn app @ https://www.youtube.com/watch?v=8IwOb_0glJ4 ; you must launch the app after every reboot
