the scatter file already tells the flash tool all partitions available and where to write each file to, so no you don't need pgpt or sgpt for a formatted device

how are the pgpt and sgpt files re-created incase we need to do a readback after flashing the firmware on a formatted device ?

have you tried reading pgpt from a formatted & flashed device and it came out empty?
