is the imei invalid?
did you confirm if these devices use the same network frequency as your local network operator?

base band is valid ,a imei number is there, in engineering mode- it have all band in our country .
all working fine except sim network .

I want to assume they're not network locked.
Ensure to set the right APN and change network mode to 2G only then 3G only. See if you get a signal

i do apn setting ect...and flashed with pac file successfully. all working fine but mobile network showing NO service/ emergency call only.sim slot also detecting fine

Was it having no service issue before you flashed pac file or this started after you flashed pac?
By the way, if still no signal when you set network mode to 2G only then that probably means the tab is either network locked, made for a different region or doesn't support the same bands as your sim card
