Hi,  Thanks to the team for doing this Helpful Tech support.
There is no TWRP and Custom ron available in internet for my Tecno Spark 4 air. 
Can you please help me?

you can port TWRP using the tool @ https://www.hovatek.com/forum/thread-21839.html , for custom ROM you’ll need to search online yourself or manually port. At Hovatek we don’t collect links to Custom ROMs.

your device should support project treble, so for custom roms you can search for GSI and try your luck
