Magisk  does not modify the system partition right, so if I flashed the patched boot image on a phone that has locked bootloader then  it will work?

Because lock bootloader will only boot the signed boot.img

Magisk will modify the system partition where su-binary files will be injected into the library inside the system partition.
The locked bootloader only protects the kernel and recovery partitions not whole system boot, as Magisk will patch the boot kernel only without touching a whole system boot,
so it will boot properly to home screen even though your signed-boot.img has been patched with Magisk
The conclusion is that you can still root your phone with Magisk without unlocking the bootloader first.
Depending on your needs, if you only want root to get access rights from an xxxxxx.apk (app.apk, game.apk, etc ...) you don't need to unlock the bootloader,
but if you need root access for TWRP installations, changed the ROM (Custom ROM), etc... then you have to unlock the bootloader first,
so TWRP can function optimally and avoid your phone from damage.

Kindly note that depending on how you choose to flash the patched boot.img you may have to unlock your bootloader for it to work.

adb & fastboot method: Definitely you need an unlocked boot loader else you'll get the error: Device is locked.

SPFT may ignore a locked bootloader & allow you to flash patched boot.img in download mode.

However, don't feel that you're doing the right thing. Back up is a must else you risk loosing all that data & bricking the phone you failed to back up.

Lastly, avoid Magisk Beta releases. Only batch your boot.img file with a stable version of Magisk Manager.

it should work but then again if your device allows for flashing only signed or verified images then you will not be able to flash patched boot unless you can unlock the bootloader then flash using fastboot

Can we able to get Magisk work by flashing patched boot.img and AVB disabled vbmeta in Android 10 with SPFlashTool?
Since SPFlashTool doesn't need a unlocked bootloader, is it possible?

OK if thats the case can we sign the boot image for it to work by using private key of custom created public key signed vbmeta?? If one flashes that self signed boot img will it boot without red state error?

without unlocking bootloader, whatever you do that includes flashing a custom image will lead to red state brick
