how did this problem begin?

I was trying to plug the phone to charger at battery level 32% and noticed it was charging off and on until the phone switches off anytime I plug it to charter or computer the battery is now 8%. it works well when not plugged to charger

Have you tried a using a different charger?
Did you recently fix any hardware problem on the phone?
