i try to fix by changing cust like 
partition_name: CUST
file_name: NONE
is_download: false
and also 
partition_name: CUST
file_name: cust.img
is_download: false

Code:

partition cust should not set is download to true in scatter file

there is only partition with name "cust" i tried above tricks but still no luck 
attaching scatter file below will you edit this so i can flash firmware

the modifications look ok and work fine at my end
did you try reloading the scatter file in sp flash tool after modifying?
you can also try using latest sp flash tool version or try v5.1828 @ https://www.hovatek.com/forum/thread-13970.html

1. Deleting any checksum file in the firmware folder
2 Generating a checksum file

delete the checksum.ini file from within the folder then retry flashing
