Good day admin, I just got a phone (tecno spark 2) that has 16gb from but now it's telling me 'internal memory low' and I have 12gb space available. Please I need help, I have tried hard flash but the recovery mode says no command and fastboot mode is not responding

check and share a screenshot of settings > about phone 
connect the phone to a PC (mtp mode) then check the total / free space left in my computer

That may be a clone device.
While trying to boot to recovery, and you get the 'no command' screen, hold the power button and tap vol+ immediately, that should bring up recovery.

this is a clone phone; all the info below don't match the specs of the original phone so likely the storage space info is fake too

you can try copying large files into the storage to find how the exact size it can take before throwing an error

I appreciate your help this far.....so I tried transferring some files via pc and it stopped when the space was remaining 12gb exactly ,is there anything that can be done to free up the space and I tried the recovery command you gave,i wiped the phone with it but it's still says low internal memory once it reaches 12gb

The memory info there is fake, a lie. The phone may have about 1 or 2gb space in total.
You have to keep phone memory free and focus on saving files to SD card.

make use of SDcard and keep internal storage as free and empty as possible
