low 'internal memory and recovery mode says no command

check and share a screenshot of settings > about phone
connect the phone to a PC (mtp mode) then check the total / free space left in my computer

build number(16-02-2019, 12:12 PM)Riley I appreciate your help this far.....so I tried transferring some files via pc and it stopped when the space was remaining 12gb exactly ,is there anything that can be done to free up the space and I tried the recovery command you gave,i wiped the phone with it but it's still says low internal memory once it reaches 12gb
