After I flashed a x623 I am facing the following error:
IMEI1 showing just "0" IMEI2 showing just "00", Wifi not turning on, but baseband is valid.

Have you tried factory resetting the phone after flashing?

if factory reset doesn't fix it, you might need to backup efs from a working X623 phone without the wifi issue then restore onto your phone
but try this tool @ [ Login to download]

boot your phone to diag mode using the USSD code in important notice section @ https://www.hovatek.com/forum/thread-22399.html
the phone should be detected as "diag" in device manager
launch the qmsl tool and write IMEI 1 & 2, WIFI addresses
reboot the phone if it writes successfully

first try to erase phone with nck or umt next flash rom whit HQXA_Transsion_CustomerDL_EMMC_V1.19 after u have all menu icon next repaire imei or restor qcn whit QcFire.
