1. How did you extract the nbo file?
2. Does your phone have a valid baseband?

you can root using magisk manager, boot.img and sp flash tool, see https://www.hovatek.com/forum/thread-21427.html
also, have you tried writing IMEI using NCK method as I suggested on my previous reply.
