try unlocking the bootloader using the guide @ https://www.hovatek.com/forum/thread-19578.html

fastboot getvar unlocked status says empty, nothing, i asume that is an unlocked state like the picture in the tutorial

its solved, with fastboot flashing unlock command, now i can flash via fastboot
