Do you have the firmware?
As for unlocking bootloader, did you enable OEM unlocking under Developer Options?

Thanks for your reply.
Please find the answers for your queries.

Do you have the firmware?
>>Yes we downloaded the firmware from oppo official website. but it is OTA update

As for unlocking bootloader, did you enable OEM unlocking under Developer Options?
>>We are enabled the OEM unlock option in developer.
from adb we given "adb reboot bootloader" command to enter bootloader mode but mobile is restarting in the normal mode.

Note: we are unable to enter fastboot mode to unlock the bootloader since OPPO has removed the fastboot support in R11 mobile.

Do we have any other way to unlock the bootloader other than entering into fastboot mode.

Thanks & Regards
Janardhan Reddy.

If your OEM has disabled fastboot as you say then your best bet for any form of modification (rooting / unlocking bootloader) would be to either obtain a firmware in QFIL (or other Qualcomm flash tool) flashable format or you dump the firmware of a working phone using a box / dongle which supports your Qualcomm chip.
You can then flash the modified partition(s) using the tool
