Yes I have a stock ROM and my device chipset is spreadtrum sc7731c

extract the PAC file rom you have using the guide @ https://www.hovatek.com/forum/thread-6236.html
then patch boot and root using the guide @ https://www.hovatek.com/forum/thread-21427.html

We don't collect links to custom roms so you'll need to search for that
For custom recovery, use our tool at https://www.hovatek.com/forum/thread-21669.html to port TWRP
