Kindly help me, I have successfully rooted my infinix x521 and installed TWRP recovery but I haven't unlocked the bootloader, can install custom ROMs?

you've already installed a custom recovery i.e twrp, so you can flash custom roms
theres no need to unlock bootloader if you've already flash a custom recovery.

no idea, you can search online for custom roms for your device model
