I use huawei e5573c spectranet modem for office use only. We have some pesky users who would use the data anyhow from some particular sites. 
So i need to know how to block particular websites on the modem

MiFis rarely have that feature "URL filtering" but the much bigger WiFi routers usually do. you can check if its available on yours 
login to the web management page > settings > security > URL filter[ing]

you can consider blocking the unwanted users using "mac filtering" instead
