The phone is totally dead but is still communicate with the system when I press power botton . under the device management on the computer is still show up. That is why I need to flash and need the flashing file and the tutorial.

What's the device chipset? 
Do you have access with a working device of the same model?

The device chip set is HTC one x , but how can I get the flashing file from the working same model because is not using spflash tool as flashing tool. So I don't know the kind of tool that I will use and I need little orientation about it. I will be very glad for the relevant solution.

In your phone's present condition, you can't flash the RUU (firmware) directly. You don't even know the right RUU to download (refer to https://www.hovatek.com/forum/thread-11854.html )
How exactly did the phone end up like this and what is it detected as under Device Manager ?

Under the device management under the other device is( APX )

This is APX mode. If you're lucky then an NVflash should revive it; unlucky then the only way back is either a JTAG or Changing the board.
How did the phone end up in this mode and have you tried holding the Power button for some seconds to see what happens in device manager
