Model a1430. This iPad cannot detect sim only WiFi and it have sim slot is there any way to acitivat it?

The iPad could be:

Locked to a foreign network (you'll have to unlock)
Unable to detect the SIM because its not cut or positioned properly (ensure the SIM is well cut and positioned right)
Having a hardware issue at the SIM tray (clean and raise the gold prongs / SIM connectors )
Not having the right Mobile network settings (Go to settings > general > reset > reset network settings )

I think that is the problem because even if I insert new sim or remove sim from another phone and insert on it will not detect.

bro, when you put the SIM, does the iPad write invalid SIM?

Nope
It does not show network status if go to settings it only show WiFi and it won't show APN settings.
In fact there is nothing like sim settings at all

Bro, are you saying that when you insert a local SIM card, you don't even see a prompt saying the sim is invalid

There is nothing like sign of sim app in setting or prompt up of notification if I insert sim card even if I restart the iOS.

Yours must be iPad 3 + cellular . quite strange nothing like that pops up.
You should try to update the OS
