Is it possible to flash a dump rom for mediatek phone that was made using infinity chinese miracle2 using SP flash tool.

If you’re referring to a Mediatek firmware backup, yes it is possible but no guarantee it will always flash smoothly without errors.

some phones require a signed or verified firmware (mostly mtk phones with oreo upwards), you can't flash a backup on these phones
only factory firmware will do
