I would like to know step by step instructions of how to use sp flash tool to wipe firmware and complete device files and reinstall firmware on my rca rct6773w42b that is stuck in boot loop therefore i am unable to factory reset, wipe partions, or use device at all

I doubt such firmware exist, rca never releases firmware.

1. What's the phone's Chipset?
2. Why do you wish to flash the phone?
