[Please help] HTC One M9 QFIL target is not stable

Hi all,

My friend bricked his S-OFF HTC M9 Sprint edition by flashing it with wrong RUU firmware for HTC One M9 international edition. After rebooting it is now stuck in QHSUSB_DLOAD mode. Probably because radio or hboot is incompatible between versions.

We install QPST and drivers, latest version. We have the programmer, rawprogram and patch xml files. When following this guide: https://www.hovatek.com/forum/thread-31476.html
We get stuck on step 10.

It reports sending the programmer okay (sahara succes) but then it freezes, and the window of partitions never opens. In log files, we find message like this: ERROR: It took 179.70300000 seconds to open port. Which is longer than 3.000. This indicates your target is not stable

We try many different driver, 2012 to latest, but no change.
Windows 7 x64
Tried USB 2 and USB 3 ports
Tried different original USB cables
Disabled driver signature verification in Windows

1. Try a different PC
2. Ensure to use QFIL from QPST not QFIL standalone
3. Connecting the phone should be the last thing you do before you click Download
