copy both apks into an external-sdcard and insert it into the phone
Power on the phone
select language and click next
select region and click next
turn on the wifi 
connect to a known wifi network with internet access
then click on "add other network..."
type in anything into the network name input box e.g hovatek then highlight it (you can highlight by long pressing what you typed)
click on share and a few sharing options will be displayed
long press the gmail icon till it launches the app info
click notifications
click "app settings"
click the three dots at the top right hand corner
click manage accounts
click continue
it'll open settings on the phone, scroll down and click on apps
scroll down the app list and click on "google app"
click notifications
click "app settings"
click feed
click "no thanks"
in the google search bar, type file 
at the bottom of the automatic fill list, you should see files (i.e the default file manager on the phone), click on it to launch file manager
in file manager, click local
click memory card
click on google account manager 6 apk
click on settings 
scroll down and click on unknown sources
click ok
click the back button to return back to file manager then click the google account manager 6 apk again
click install
if you get a warning that google will regularly check for... just click accept
once installation is complete, click done
click frp bypass apk and install
once installation is complete, click open
click the three dots at the top right hand corner
click browser signin
click ok
once your browser launches the gmail signin page, type in your google account and password then signin
you'll be taken back to the file manager once signin is successful without any visible notifications that signin was successful
now press and hold the power button then restart your device
when it comes on, go through the setup and skip the google signin part
